PRIORITY AXES AND KEY AREAS OF INTERVENTION

The Regional Operational Programme covers six main domains. These are called “Priority Axes”. Each of these six main domains is further split into more specific sections – called “Key Areas of Intervention”.  

Calls for proposals will be regularly launched under each of the key areas of intervention. When a Call for Proposals is launched, only projects related to the specific key area of intervention receive funding.

ROP Priority Axes

Each priority axis is allocated a pre-established amount of funding. The ROP Priority Axes are presented below:

Priority axis 1: Support to sustainable development of cities - urban growth poles (30% of ROP budget)

To support for the development of towns in order to improve the quality of life for the people living there and increase employment.  

Priority axis 2: Improvement of regional and local transport infrastructure (20.35% of ROP budget)

To support the rehabilitation and modernization of urban roads, county roads, ring-roads. 

Priority axis 3: Improvement of social infrastructure (15% of ROP budget)

To support the development of social and health services, as well as of emergency situations services; modernization of education facilities.  

Priority axis 4: Strengthening the regional and local business environment (17% of ROP budget)

To support the development of business support structures, rehabilitation of disused industrial sites; support for micro-enterprises.

 Priority axis 5: Sustainable development and promotion of tourism (15% of ROP budget)

To support the rehabilitation of cultural & historical heritage, of tourism infrastructure; development of infrastructure around nature sites that could attract tourists. 

Priority axis 6: Technical assistance (2.65% of ROP budget)

To provide funding for the smooth implementation of ROP.

Priority axis 2: Improvement of regional and local transport infrastructure

2.1 Rehabilitation and modernization of county roads and urban streets network – including construction/rehabilitation of ring-roads  

Priority axis 3: Improvement of social infrastructure

3.1 Rehabilitation, modernization and equipping of health services’ infrastructure
3.2 Rehabilitation, modernization, development and equipping of social care infrastructure
3.3 Improvement of equipment used by operational units for public safety interventions in emergency situations
3.4 Rehabilitation, modernization, development, and equipping the school infrastructure for undergraduate, vocational training and university education

Priority axis 4: Strengthening the regional and local business environment

4.1 Development of sustainable business support structures
4.2 Rehabilitation of disused polluted industrial sites and preparation for new activities
4.3 Support for the development of micro-enterprises 

Priority axis 5: Sustainable development and promotion of tourism

5.1 Restoration and sustainable promotion of cultural heritage; setting up/modernising related infrastructure
5.2 Creation, development, modernization of tourism infrastructure for the sustainable promotion of natural resources
5.3 Promoting the tourism potential and setting up the needed infrastructure in order to increase Romania’s attractiveness as a tourism destination 

Priority axis 6: Technical assistance

6.1 Support for the implementation, overall management and evaluation of ROP
6.2 Support for the publicity and information activities of the ROP
